ECONOMY STUCK IN TRAFFIC JAM

Pierce County was at a crossroads. It led the nation in people moving to the area, while as much as half its workforce crawled out of the county in "rush” hour traffic for their jobs. Unemployment and poverty rates were unacceptably high. Leaders from business, labor and government agreed: We must grow jobs and attract new employers to the county. Yet to do so they needed to change the public conversation away from a debate about economic development versus the environment.
